Own data center vs public cloud: which one is right for your business in Mexico
The decision between operating your own data center and migrating critical workloads to the public cloud is not a technical decision: it is a financial and governance decision that pays to resolve with numbers, not talking points.
Pure cloud, pure on-prem, and hybrid stop being ideologies when you put them on a five-year spreadsheet.
When an own data center still wins
Three typical cases where keeping owned infrastructure pays: 1) workloads with very low latency (sub-10 ms) and industrial event processing, 2) workloads subject to Mexican regulation that restricts data residency, 3) workloads with very stable TCO (Total Cost of Ownership), predictable for years.
In these cases, the capital expenditure and the technical team are justified because the cloud alternative introduces a higher variable cost and vendor commitments.
When the public cloud wins without discussion
Three opposite cases where migrating is the right call: 1) workloads with unpredictable growth (e-commerce, seasonal events), 2) transient workloads (training AI models by the hour), 3) companies without internal technical capability to operate a DC 24/7.
Here, the variable cost of the cloud is lower than the fixed cost of operating a DC + hiring the team to maintain it.
The hybrid case: what most companies end up choosing
Most Mexican companies with critical workloads end up in a hybrid model for one simple economic reason: what you already have running is cheaper to leave in place than to migrate.
The common pattern is: keep transactional databases and legacy applications on owned infrastructure, and move new workloads (AI workloads, analytics, public web) to the cloud.
AWS and Microsoft Azure publish public guides to evaluate this transition. Microsoft maintains an “On-premises vs Cloud Decision Guide” and AWS offers a public TCO calculator. Both are useful tools to build the business case.
How to build the financial case (without inventing numbers)
A sound 5-year TCO analysis includes: capital cost of physical space (rent or amortization), contracted electrical power, 24/7 operations staff, maintenance of environmental equipment (UPS, cooling, generators), software licenses, and future migrations.
On the cloud side: compute cost, storage, data transfer (egress fees are usually the unpleasant surprise), and staff to administer the environment.
If the cloud TCO is lower over 5 years under reasonable growth conditions, migrating is logical. If it is higher, the cloud is not a bad decision, but it pays to wait until the workload justifies it.
What almost nobody weighs: regulatory risk
The Federal Law on Protection of Personal Data and several sector-specific regulations impose restrictions on where certain data may reside.
If you operate in regulated sectors (finance, health, energy), the decision does not reduce to TCO: there are legal restrictions that define what may sit in a cloud provider outside Mexico and what may not.
A technical reference so you don’t invent classifications
The Uptime Institute maintains the Tier I-IV classification of data centers, widely referenced by manufacturers and operators. It helps understand what level of redundancy your current installation — or the provider you are evaluating — actually has.
ISO/IEC 22237 (a series of standards published between 2018 and 2021) defines the technical requirements for data center facilities, from the building itself to power and cooling.
